fix: Webhooks+Partages after Hidden Files, all IDs present, all sections intact

- Moved Webhooks (2052-2079) + Partages (2080-2096) after Hidden Files (1866)
- Added missing id=cfg-webhooks and id=cfg-partages-publics
- All 13 sections verified: Search, Recent, Backend, Tags, Sync, Hidden, Webhooks, Shares, Diags, AI, Themes, Profile, About
- TOC rebuilt with 13 items
