fix: build Windows — URL Python embed 3.11.9 + supprimer wix:null conflit Tauri v2

- build-windows.bat: Python 3.11.15→3.11.9 (dernière version avec binaires embed)
- tauri.conf.json: supprimer "wix": null (causait conflit anyOf avec nsis dans Tauri v2)
