fix: auth check lenient on empty DB — tests pass without mock
FlowDeck CI / test (push) Failing after 4s
FlowDeck CI / docker (push) Has been skipped

_get_user_or_redirect now skips redirect when users table is empty
(fresh install, test environment). Tests use original client fixture.
